Passport Information

With effect from 1st June, 2011 the High Commission of India, Kuala Lumpur has outsourced following Passport and Other Consular Services in Malaysia to M/s VFS (Malaysia) Sdn Bhd. Accordingly a Passport and Other Consular Services Application Centre (PCSAC) will be operated by M/s VFS (Malaysia) SdnBhd in Kuala Lumpur. 

Diplomatic and Official passports applications as well as Emergency Certificate applications  will be received between 0930 hrs and 1200 hrs on all working days at the High Commission at given below address;

2.   Following services will be offered by PCSAC. 

Passport Services
  • Issue of a new passport
  • Re-issue of passports
  • New passports in lieu of lost of Passport and damaged passport cases
  • Change of personal particulars on the passport
  • Change of appearance (applicant to visit the High Commission for physical verification). 
  • Cancellation of passports
  • Endorsement of ECNR
Other Consular Services
  • Police Clearance Certificate (PCC) 
  • Marriage Certificate 
  • Birth Certificate
  • NRO certificate
  • Attestation of Driving License 
  • Attestation of Affidavit for obtaining child passport in India
  • Endorsement of ECNR
  • Attestation of Power of Attorney/ legal documents
Place and Time of submission – Applications for Passport services and Other Consular Services will be received at following address on all working days from Monday to Friday except public holidays from 0830 hrs to 1330 hrs.

Processing time and collection
  • Passports – Collection between 1500 hrs and 1700 hrs on the 4th working day from date of submission of application at PCSAC. However, after seven working days, if passport is not collected by the applicant from PCSAC, then he/she has to collect the same from the High Commission of India, Level 28, Menara 1 Mon'tKiara, No. 1, JalanMon'tKiara, 50480, Kuala Lumpur.
Lost Passports/Damaged passports in normal cases will be delivered between 1630 hrs and 1730 hrs on all working days at the High Commission only after 30 days of receipt of applications. 

(1) Fresh Passport/ Re-issue of Passports:  Supporting Documents
  1. Application Forms (click here for application form for passport (EAP-1)).
  2. Xerox copy of the Passport (first two pages, latest visa page and the last page) with the Original Passport
  3. Four coloured Passport size Photograph with a white colour background.
(2) Duplicate Passport in lieu of Lost Passport/ Damaged Passport:

Documents required
  1. Application Forms : duly completed application form, click here for application form for passport (EAP-1) 
  2. Statutory Declaration Form for Lost/Damaged Passport - click here for form  
  3. Additional particular form for lost/damaged Passport – click here for form
  4. Affidavit for Lost/Damaged Passport – click here for form
  5. Eight colour photographs with a white background.
  6. Police Report in case of lost passport only
  7. Copy of the Passport, original levy receipt, a letter from the employer and other supporting documents
Processing time and collection – Passports in lieu of lost Passports/damaged passports in normal cases will be delivered between 1630 hrs and 1730 hrs on all working days at the High Commission, only after 30 days of receipt of applications.

(3) Emergency Certificate:

Documents required

  3. Copy of Police report along with a receipt for payment of fee in cases where the passport is lost or Damaged/expired passport in original. 
  4. Copies of passport and confirmed air ticket

Time of submission – 9:30am to 12 Noon (Monday to Friday)

Processing time and collection – EC will be issued after verification from the concerned authorities in India.  

SCHEDULE OF FEES PAYABLE IN RESPECT OF VARIOUS PASSPORT SERVICES WITH EFFECT FROM 1ST OCTOBER 2012

6. Replacement of passport of 36 pages for changes in personal particulars for minors below the age of eighteen years with validity of five years or till the minor attains the age of eighteen years, whichever is earlier RM 160/- RM 615/-
7. Replacement of passport of 36 pages having validity of ten years for deletion of Emigration Check Required stamp RM 236/- Not Applicable

2.  SPECIAL TRAVEL DOCUMENT--

3.  MISCELLANEOUS SERVICES--

4.      PASSPORTS IN LIEU OF LOST, DAMAGED OR STOLEN-
13. For replacement of ordinary passport of 36 pages in lieu of lost, damaged or stolen passport RM 463/- RM 918/-
14. For replacement of ordinary passport of 60 pages in lieu of lost, damaged or stolen passport RM 539/- RM 994/-
Note: 
  1. A service fee of RM 3.50/- would be charged by the 'Passport and Other Consular Services Application Centre' (PCSAC) over and above mentioned fees in case of application being submitted at the PCSAC.

  2. Applicants desiring Tatkaal (Emergency) Passport Services may submit their completed application along with required documents directly at the High Commission of India between 0930 hrs to 1200 hrs on any working days. The Passport can be collected on third working day from the High Commission between 1630hrs to 1700 hrs. 

  3. Fee for a passport under Tatkaal scheme is inclusive of normal passport fee. The prescribed time limit is subject to fulfilment of all documentary requirements and completion of requisite formalities.

  4. No Tatkaal fee is payable  in the following cases, namely:
    1. an applicant who has been advised to go abroad for specialized medical treatment and consultation (proof required for fee exemption), and an attendant. 
    2. death abroad of an applicant's spouse, father, mother, child, son-in-law, daughter-in-law, grandchild, brother or his spouse, sister or her spouse  (applicant should provide sufficient details as to when and where death took place);
    3. all Diplomatic or Official passport holders (except persons, who were issued short validity diplomatic or official passports for short visits abroad) who apply for an ordinary passport in lieu of their Diplomatic or Official passport up to three years after expiry of passport;
    4.  casual visitors from India, whose passports are stolen or lost or damaged while abroad; 
    5.  in Missions or Posts abroad, if a passport is issued in normal course on first come first served basis even within Tatkaal timeframe; 
    6. inter-country adoption cases if passport is issued within Tatkaal period.
